Here are the details of Mexico’s proposed constitutional ban on growing genetically modified corn

The federal government [of Mexico published] its constitutional reform initiative to prohibit the planting and cultivation of genetically modified corn in Mexico. The initiative reforms articles 4 and 27, section XX, of the Magna Carta, and refers exclusively to sowing in Mexico, but makes no reference to the importation of grain from other countries.
“The State will promote the conditions for comprehensive rural development, with the aim of generating employment and guaranteeing the well-being and participation and incorporation of the rural population in national development, and will promote agricultural and forestry activities for the optimal use of land free of crops and seeds for planting transgenic corn,” would be the new wording of Article 27, to which only the reference to corn would be added at the end of the paragraph.

In practice, the cultivation of genetically modified corn has been prohibited in Mexico since at least 1998, and even more so since 2013, when a federal judge ordered the suspension of permits for experimental phases or pilot plans of agroindustrial companies, in response to a class-action lawsuit filed by environmental groups.
