Most likely, Park Hee-soon's character was a high-ranking masked officer before his promotion in Squid Game season 2. In Squid Game season 2, Park Hee-soon's character wears a mask with a square on it. However, viewers can easily distinguish him from other Masked Men since he wears a black suit, instead of the typical red suit. Before his promotion to temporary manager, it is likely that he wore a regular red suit with a square on his mask, since he would still have been in charge of all the Masked Men with triangles and circles on their masks.

An unanswered question from Squid Game season 1 was why the guards were harvesting the organs of some of the players. Squid Game season 2 still doesn't reveal what the guards do with the organs, but it is revealed that Park Hee-soon's character is the one running the organ harvesting operation. This plot point will hopefully lead to more reveals about the organ harvesting operation in the upcoming Squid Game season 3.
It's possible that the organs are just being sold for money, but there's also a chance that the temporary manager has other motives.
In Squid Game season 2, the temporary manager has to confront Park Gyu-young's Guard 011, whose real name is No-eul, about her sabotaging the organ harvesting operation. He warns her to stop killing players that they are planning to harvest organs from, as them being dead for too long affects the quality of their organs. Not many details are given about Park Hee-soon's character in Squid Game season 2, but it is revealed that he was the one who recruited No-eul. No-eul is one of the most interesting characters in Squid Game season 2, since she is a guard rather than a player. The end of Squid Game season 2 shows Gyeong-seok getting shot during the rebellion against the Masked Men. However, No-eul recognizes Gyeong-seok from the outside world in Squid Game season 2. Therefore, it has been theorized that No-eul is the guard who shot Gyeong-seok, and actually wants him to survive.
This is another interesting plot threat that will hopefully be resolved in Squid Game season 3.
